New York City is at an educational turning point. A state-mandated class size reduction law
requires public schools to cap class sizes at 20 students for grades K–3, 23 for grades 4–8,
and 25 for high school by the 2027–28 school year. To meet these targets, the city is
expected to hire
7,000–9,000 teachers this year alone, and more than 20,000 by 2028
(Elsen-Rooney, 2025).
All of this is happening amid a nationwide teacher shortage, with a sharp decline in teacher
prep enrollment and looming retirements. One-third of New York State teachers are
expected to retire within five years (NYSUT, n.d.).
More Teachers, But at What Cost?
Even if New York manages to meet its hiring goals, quality concerns are mounting. Research
shows that when schools rush to staff up, the benefits of smaller class sizes can be offset by
declines in teacher effectiveness.
“If the city does manage to meet the elevated hiring demand, some administrators and
experts are concerned that the quality of candidates could diminish. Some past research has
suggested that the educational benefits of reduced class sizes are offset by a decline in
teacher quality when schools are forced to staff up” (Elsen-Rooney, 2025).
And this isn't just a one-year bump. The hiring surge is projected to continue for at least
three years, with as many as 10,000 new teachers needed annually.
